Omer Qalonbi

Omer Qalonbi is a seasoned public sector governance specialist with over fifteen years of experience in Public Sector Management, Public Financial Management, and Institutional Capacity Development across Somaliland and the Horn of Africa (Kenya, Ethiopia and Somalia). 

He has served as Director General of the Civil Service Institute of Somaliland, and worked with the Oxford Policy Management (OPM) as a Customs and Tax Administration Advisor and UNDP on governance and institutional strengthening initiatives. His contributions include leading PFM reforms, advancing civil service modernization, and supporting international research such as the GOVSEA project with Roskilde University, Danish Institute for International Studies - DIIS, Nairobi University and Addis Ababa University, whilst conducted research projects on economic governance, political economy, trade corridors, climate change, and institutional development.

Academically, he holds an M.A. in Public Sector Management, B.A in Economics, and an LLB in Law, complemented by professional certifications in governance, leadership, and capacity building.
